Dear Angela
McCown, Director of Victim Services Division:
On
December 19, 1998, Ricky Carter destroyed the future of four
young women and the hopes and dreams of their families. I
am the Aunt of Lacey Osina and have felt and seen the pain
that Mr. Carter’s decision to drink and drive caused my
family
I do not think
it is justified to base the value of my niece’s life on how
many years Mr. Carter is in prison. No amount of time spent
will ever heal or bring my niece back to her family. I truly
feel that no amount of discomfort or pain that Mr. Carter
has felt in prison can make-up for his taking the lives of
four young women.
My
niece, Lacy, and her three friends are gone due to Mr.
Carter’s decision to drink and drive that night and it is
only right that he pay the piper for his deed. He should not
be paroled and should have to finish out his sentence.
Twenty years in prison is a fair punishment when compared to
the sentence he gave my niece and her friends.
