Pardon and Reviews RE: Parole Review Offender:
Ricky Carter State ID: 06227942 TDCJ ID:01009150
Placed in parole review on 07/05/05
Dear Ms. Kazen:
I have followed with a great
deal of interest the uproar over the upcoming parole
review for Mr. Carter. I must concur with the general
public in that parole after 4 to 5 years for the
deaths of Staci Lee, Mandi McWhorter, Lacey Osina and
Whitney Welch, the four Brock, Texas teens who died as
a result of Carter’s drunken driving, seems little
more than a slap on the hand. Even in our all too
lenient society this seems to be another insult to and
punishment for parents who have already paid the
ultimate price. It is time for those who break the law
to be held liable for their choices and actions.
Ms. Kazen, I urge the State
of Texas to incarcerate Mr. Carter for the duration of
his 20 year sentence. While there was evidence that
Mr. Carter had apparently been a responsible citizen
up to the point he killed four children, or perhaps he
was just never caught, it is my opinion that he needs
to pay the price for his decision to drive while in a
drunken state. Hopefully, it will be small restitution
for the young lives lost and a lesson to Mr. Carter
not to drink and drive.
I thank you in advance for
your consideration and assistance.
Very truly yours,
Judy K. Koehler
