Please register my protest to the parole release of a deadly drunk driver, Ricky / Rickey Carter, referenced above.  I make this protest to honor the families of :

Staci Lee,   Mandi McWhorter,   Lacey Osina, and Whitney Welch.

God gave each one of us the gift of life and Rickey Carter had no right to take it away from Staci, Mandi, Lacey, and Whitney.

As a member of the Texas Parole Board of Pardon and Reviews, it is your duty to evaluate the seriousness of Carter’s offense.  He murdered four girls with a deadly weapon. He must be held accountable for his decisions and actions. And he must pay the penalty in full.

Now it is your decision to determine whether he has paid enough (not even one fourth of his 20 year sentence) for four cold-blooded murders of those innocent girls, Staci, Mandi, Lacey, and Whitney. I pray you make the right one.  Next time, it could be your daughter, niece, sister, granddaughter, or wife.
